The World Artificial Intelligence Cooperation Organization, launched at WAIC's High-Level Meeting on Global AI Governance with 29 founding countries and a headquarters in Shanghai, per Al Jazeera, ran its first weekend of programming as the four-day conference heads to a Monday close.
WAICO's framing is multilateral governance with Chinese convening power: a standing body where AI rules, safety norms, and development aid get negotiated outside the G7 and OECD frames, with pledged support for developing economies and a membership pitch aimed squarely at the Global South.
An institution plus a standards agenda
What makes the launch more than symbolism is the paperwork that arrived with it. The Cyberspace Administration of China used the same conference to release a global initiative on agent identity and interoperability, a ten-pillar blueprint whose translations circulated internationally this weekend. Institutions carry agendas, and WAICO now has a concrete one: agent mutual trust, interconnection, and interoperability standards, drafted in Beijing, offered to the world.
The counterweight question
Whether WAICO becomes a real pole depends on who joins next, and on whether its standards agenda ships working code rather than communiques. But the direction is consistent with everything on this beat this year, from China's domestic agent enforcement regime to its agent registration rules: Beijing is regulating agents at home and now building the venue to export the approach. Washington's AI diplomacy runs through export controls and bilateral chip deals, sometimes with an intelligence officer in the loop.
